CALL FOR PROPOSALS: SMALL GRANTS FOR ARTISTS

2022/2023 FINANCIAL YEAR

The Nelson Mandela Bay Municipality promotes the development and growth of the arts/culture and heritage sectors in Nelson Mandela Bay.

The NMBM accordingly invites applications for the Calendar Years 2022/2023 from individual performing artists, heritage practitioners, community arts groups, NGOs, NPOs, and community organisations in the arts/culture and heritage sectors that wish to host development projects (including film development) and programmes to promote growth and development in the arts, culture and heritage sectors in Nelson Mandela Bay.

PLEASE NOTE:

The Nelson Mandela Bay Municipality will be having one call for submissions during the 2022/2023 financial year.

This call is based on projects/programmes/film productions concluding no later than 30 JUNE 2023. To coincide with the NMBM approvals and payments process, it is envisaged that adjudication will be completed during January 2023, with approvals by March 2023 for projects to commence from May 2023. Applicants are advised to write concepts and implementation plans for execution in May and June of 2023.

1. PROPOSAL FORMAT

Successful applicants will be supported up to a minimum amount of R60 000 with a maximum amount of R120 000.

The 2023 Call for Submissions will comprise of the criteria below:

Proposals should be in line with the NMBM Arts and Culture Development Programmes Policy Framework with a strong focus on the following:

  • Skills transfer, i.e. training initiatives in the cultural development in respect of performing arts including theater, dance, music and across these three cultures. Preference will be given to modern instrumental music training initiatives in disadvantaged communities.
  • Visual arts productions with respect to visual arts/sculpture and crafts.
  • Heritage: Educational heritage projects with a focus on cultural tourism inclusive of the language of indigenous heritage and specialised oral history projects.
  • Film production projects that focus on script development with documentaries as an outcome. A maximum of 4 documentaries will be adjudicated for a short NMBM Documentary Film Festival to celebrate the locally owned productions during June 2023. The NMBM reserves the right to add key governmental partners.
  • Artistic collaborations are allowed on condition that applicants submit a signed term of reference or agreements between artistic groupings.

 

2. SELECTION PROCESS 

  • The project/programme must be locally owned and delivered.
  • The project/programme must be held in Nelson Mandela Bay.
  • The programme must be developmental in nature.
  • The programme must benefit Gqeberha, Kariega and Despatch.
  • Community development: Arts project proposals must show the desire to foster growth, diversity and sustainability in organisations and individuals that pursue unity among and the management of local artists in Nelson Mandela Bay, encompassing all demographics and clusters in the Metro.
  • The most realistic projects will be selected.
  • A panel of experts will adjudicate the proposals received.
  • In this regard, the NMBM desires nominations of four adjudicators from various arts & heritage disciplines to be made to SRAC. SRAC’s decision on the appointment of the panel is final.
  • Nominations may include key stakeholders of the NMBM. The criterion for participation is extensive experience in their relevant discipline with relevant experience and record of accomplishment as an Arts, Culture or Heritage practitioner. Adjudicators must have a relevant B-degree.
  • The Adjudication Committee results for the Arts Grant will be submitted to Council for ratification and approval.
  • The NMBM reserves the right to appoint its own adjudicators without notice if nominations from the arts sector do not comply.
  • The NMBM Arts & Culture Division reserves the right to make awards in conjunction with the NMBM Treasury should there be no quorum for adjudication. Compliancy regulations will be enforced.
  • Letters of nominations must be addressed to the Deputy Director: Arts & Culture, NMBM, c/o 31 Park Drive, St. Georges Park, Centrahill, 6001.
  • Closing date for written nominations of adjudicators is FRIDAY 4 NOVEMBER 2022.

The closing date for proposals is FRIDAY 13 JANUARY 2022 AT 12:00.

4. COMPULSORY SUBMISSION METHOD

  • All applicants must FIRST register on the NMBM Supplier Database at the Supply Chain Management Compliance Division in Harrower Road prior to collection of application forms. (Failure to submit proof of registration and applications without a supplier code will lead to immediate disqualification when the boxes are opened on 13 January 2023.)
  • An application form will only be made available at the office of the NMBM Sport, Recreation, Arts and Culture in St Georges Park, 31 Park Drive, Port Elizabeth once applicants provide proof of an updated NMBM Supplier Code that has been issued by the NMBM Supply Chain Compliancy Division. No application forms will be faxed or sent via e-mail.
  • Complete proposals must be hand delivered in a sealed envelope and placed in the Proposals Box in the reception area at the office below:

No e-mailed or faxed applications will be accepted (instead these will be automatically rejected).

5. POLICY AND COMPLIANCE NOTE

  • The Arts Grant Application is at the end of its three-year cycle.
  • Applicants who have received grants in the 2019/2020/2021/2022 financial years are NOT allowed to apply for this grant application season.
  • Applications for the National Arts Festival 2023 will NOT be considered during this call for submissions.
  • Syndicated applications will be disqualified and blacklisted.
  • Officials of the NMBM are not to be approached or solicited to write applications nor complete any forms.
  • Officials of the NMBM are not allowed to apply for the Grant.
  • Comprehensive CV’s of applicants with credible referees, spanning at least three to four years of work in community arts, culture and heritage MUST be attached. Failure to submit will lead to immediate disqualification.
  • Applicants that have not submitted Financial Reports for Grants Seasons dating from 2018 – 2021 and that are in process of being blacklisted will be rejected and result in immediate disqualification.
  • The decision of the adjudicators is final. The NMBM will enforce aesthetic rights interventions and oversight.
  • Artists that benefit from municipal funding via the Mandela Bay Theatre Complex are prohibited from applying. The NMBM reserves the right to avoid double dipping into municipal funds.

In terms of the NMBM Supply Chain Management Policy Section 14, the Nelson Mandela Bay Municipality invites prospective suppliers to register on National Treasury’s Central Supplier Database (CSD) and the NMBM Supplier database.

The new facility also allows suppliers that are already registered, to check their NMBM supplier status and download their Supplier Database Registration Verification Letters. 

NMBM offices are open for public and COVID 19 regulation protocols are being observed. Therefore, verification forms and supporting documents can be submitted via email, i.e. scanned and sent to scmdatabase@mandelametro.gov.za and hand delivery.

MISCELLANEOUS APPLICATIONS

CLOSURE, CONSOLIDATION, REZONING AND SUBDIVISION OF LAND

TWO OR MORE APPLICATIONS RECEIVED I.R.O. THE FOLLOWING ERVEN

APPLICATION IN TERMS OF SECTION 33 OF THE SPATIAL PLANNING AND LAND USE MANAGEMENT ACT, 2013 (ACT 16 OF 2013)

An application has been made on behalf of the Nelson Mandela Bay Metropolitan Municipality for:

  • ERVEN: 818 - 863, and a Portion of Remainder of Erf 190, Uitenhage

SALE OF LAND

ERF 50118 IBHAYI, SITUATED AT SALAMNTU STREET, KWAZAKHELE (CF41/50118) (PKM) (Ref. 19)

The NMBM is considering the sale of the above erf to the current occupier thereof.

Any interested parties are required to express their interest in such sale, as stated above, or their objections thereto, in writing, in a sealed envelope clearly marked with the description "Purchase of Erf 50118 Ibhayi", which must be delivered to Properties and Planning Administration, second floor, Lillian Diedericks Building, Govan Mbeki Avenue, Port Elizabeth by not later than 16:30 on MONDAY, 19 DECEMBER 2022.

Any sale to be concluded shall be subject to the provisions of the Local Government: Municipal Finance Management Act, No. 56 of 2003, the NMBM Preferential Procurement Policy (as amended) and the NMBM Policy for the Disposal of Immovable Capital Assets, incorporating the NMBM Land Sales Directives (as amended) and the evaluation and adjudication criteria stated therein.

The NMBM is considering leasing the above property to Metserve Industrial Supplies for storage purposes.

Any interested parties are required to express their interest in such lease or their objections thereto, in writing, in a sealed envelope clearly marked with the description "Lease of portion of Dover Road abutting Erf 412, Swartkops", which must be delivered to Properties and Planning Administration, second floor, Lillian Diedericks Building, Govan Mbeki Avenue, Port Elizabeth by not later than 16:30 on MONDAY, 19 DECEMBER 2021.

2023/24 IDP AND BUDGET REVIEW PUBLIC PARTICIPATION PROGRAMME:

FRIDAY, 2 DECEMBER 2022 – THURSDAY, 8 DECEMBER 2022

Chapter 4 of the Municipal Systems Act, Act No. 32 of 2000, stipulates that a municipality must develop a culture of municipal governance that complements formal representative governance and must for this purpose encourage and create conditions for the local community to participate in the affairs of the Municipality, including in the preparation, implementation, and review of its Integrated Development Plan (IDP) in terms of Chapter 5. As part of the Integrated Development Plan in terms of the Municipal Systems Act, minor amendments to the Municipal Spatial Development Framework (2015) are to be included during the public participation process.

During the period from Friday, 2 December to Thursday, 8 December 2022, the Municipality will be conducting a series of public meetings on its 2023/24 Integrated Development Plan (IDP) and Budget.

All residents of Nelson Mandela Bay, including Stakeholders, Civil Society, Government Departments and Parastatals, are encouraged to participate in these meetings in order to improve development and service delivery in Nelson Mandela Bay. These public consultations will be led by the Executive Mayor and the Mayoral Committee.

The final submissions of priorities should be made on or before Friday, 13 January 2023.  These priorities can be submitted to the Councillor’s offices or the IDP Office, ground floor, Noninzi Luzipho Building or per e-mail: idpoffice@mandelametro.gov.za.
