2024/25 IDP AND BUDGET, FIREWORKS AND FIRE SERVICES BY-LAWS REVIEW

PUBLIC PARTICIPATION PROGRAMME:

MONDAY, 18 SEPTEMBER 2023 – TUESDAY, 17 OCTOBER 2023

Chapter 4 of the Municipal Systems Act, Act No. 32 of 2000, stipulates that a municipality must develop a culture of municipal governance that complements formal representative governance and must for this purpose encourage and create conditions for the local community to participate in the affairs of the municipality, including in the preparation, implementation, and review of its Integrated Development Plan in terms of Chapter 5. As part of the Integrated Development Plan in terms of the Municipal Systems Act, minor amendments to the Fireworks & Fire Services By-Laws are to be included during the public participation process.

During the period from Monday, 18 September to Tuesday, 17 October 2023, the Municipality will be conducting a series of public meetings on its 2024/25 Integrated Development Plan (IDP) and Budget as well as review the Fireworks & Fire Services By-Laws.

All residents of the Nelson Mandela Bay, including Stakeholders, Civil Society, Government Departments and Parastatals, are encouraged to participate in these meetings in order to improve development and service delivery in Nelson Mandela Bay. These public consultations will be led by the Executive Mayor and the Mayoral Committee.

The final submissions of priorities should be made on or before Friday, 17 November 2023.  These priorities can be submitted to the Councillor’s Offices or the IDP Office, Ground Floor, Noninzi Luzipho Building, or per e-mail: idpoffice@mandelametro.gov.za.

The NMBM intends renewing the lease of the above property to Eastern Cape Motors (Pty) Ltd, for parking purposes, subject to certain conditions.

In terms of the MFMA and Supply Chain Management Policy, the Nelson Mandela Bay Municipality (NMBM) must keep a list of accredited prospective providers of goods and services that must be used for procurement requirements.

To ensure compliance with the above, suppliers are required to register on National Treasury's Central Supplier Database (CSD) and the NMBM Supplier Database (annual re-verification is required).

Step-by-step instructions and forms can be found on the Nelson Mandela Bay Municipal website: www.nelsonmandelabay.gov.za. Hover over 'e-Services', then click on 'Supplier Database Registration' and follow the steps.


Alternatively, application forms can be obtained from the NMBM Supply Chain Management Compliance Office, Harrower Road Depot, corner of Buxton Avenue and Harrower Road; and at the Uitenhage Town Hall, Market Square (on Mondays and Fridays).

Please note that when uploading renewed documents to the CSD, those documents must be physically submitted to the NMBM Supply Chain Management Compliance Office and Uitenhage Office to be verified in order to keep the registration current and valid with NMBM, and to avoid being suspended automatically by the system, which could affect a Supplier's compliance when tendering or the smooth progress of payments.

Ten einde aan bogenoemde te voldoen, moet verskaffers op die Nasionale Tesourie se Sentrale Verskaffersdatabasis (‘CSD’) en die NMBM se Verskaffersdatabasis (jaarlikse herverifiëring word vereis) registreer.

Aansoekvorms kan ook verkry word van die NMBM Aanskaffingskettingbestuursafdeling se Nakomingskantoor, Harrowerweg-depot, hoek van Buxtonlaan en Harrowerweg; en by die Uitenhage-stadsaal, Markplein (op Maandae en Vrydae).

ADOPTION AND APPROVAL OF NELSON MANDELA BAY LAND USE SCHEME

 

Notice is hereby given in terms of Section 24 (1) of the Spatial Planning and Land Use Management Act, 2013 (SPLUMA), read with Section 18 (1) of the Nelson Mandela Bay Metropolitan Municipality Spatial Planning and Land Use Management By-law, 2023, that the Council of Nelson Mandela Bay Municipality at its meeting held on 22 August 2023 approved its Land Use Scheme. The Land Use Scheme replaces all other land use/town planning/zoning schemes applicable to the area of jurisdiction of the Nelson Mandela Bay Municipality.

 

The Land Use Scheme comprises of the Regulations, Zoning Map, and Register as contemplated in Section 25 (2) of SPLUMA. The Regulations and Zoning Maps (read with Transition Tables in Schedule 3 of the Regulations) are uploaded and accessible on the Municipal Website. The register may be viewed at the Land Planning and Management Sub-Directorate, 3rd Floor, Lillian Diedericks Building.

 

Property owners are encouraged to take note of Regulations 8 (3) & 9 of the Land Use Scheme in respect of land use rights that are deemed to have been granted at the commencement of the Scheme and rectification of errors on the Zoning Map.


The Nelson Mandela Bay Metropolitan Municipality Land Use Scheme, 2023 came into effect on 11 September on the day of publication in the Provincial Gazette.

Kennis geskied hiermee, kragtens Artikel 24 (1) van die Wet op Ruimtelike Beplanning en Grondgebruikbestuur, 2013 (‘SPLUMA’), gelees met Artikel 18 (1) van die Nelson Mandelabaai Metropolitaanse Munisipaliteit Ordonnansie op Ruimtelike Beplanning en Grondgebruikbestuur, 2023, dat die Raad van die Nelson Mandelabaai Munisipaliteit sy Grondgebruikskema tydens sy vergadering op 22 Augustus 2023 goedgekeur het. Die Grondgebruikskema vervang alle ander grondgebruik/stadsbeplanning/soneringskemas van toepassing op die jurisdiksiegebied van die Nelson Mandelabaai Munisipaliteit.

 

Die Grondgebruikskema bestaan uit die Regulasies, Soneringskaart en Register soos voorsien in Artikel 25 (2) van ‘SPLUMA’. Die Regulasies en Soneringskaarte (gelees met Oorgangstabelle in Skedule 3 van die Regulasies) is beskikbaar op die munisipale webtuiste. Die register kan besigtig word by die Subdirektoraat: Grondbeplanning en -bestuur, 3de verdieping, Lillian Diedericks-gebou.

 

Grondeienaars moet kennis neem van Regulasies 8 (3) & 9 van die Grondgebruikskema ten opsigte van grondgebruikregte wat as goedgekeur beskou word met die aanvang van die Skema en regstelling van foute op die Soneringskaart.

 

Die Nelson Mandelabaai Metropolitaanse Munisipaliteit Grondgebruikskema, 2023 het op 11 September 2023 van krag geword op die datum van publikasie daarvan in die Provinsiale Koerant.
