LEASE OF LAND

The NMBM is considering leasing the above property to KFC for the purpose of parking.
Any interested parties are required to express their interest in such lease or their objections thereto, in writing, in a sealed envelope clearly marked with the description "LEASE OF ERF, A PORTION OF ERF 1318 (ERF 2988, KABEGA) AND A PORTION OF ERF 424, KABEGA, ABUTTING ERF 2985, KABEGA", which must be delivered to Properties and Planning Administration, second floor, Lillian Diedericks building, Govan Mbeki Avenue, Port Elizabeth by not later than 16:30 on 5 September 2022.
Any lease of the property shall be subject to the provisions of the Local Government: Municipal Finance Management Act, No. 56 of 2003, the NMBM Preferential Procurement Policy (as amended), the NMBM Policy for the Disposal of Immovable Capital Assets, incorporating the NMBM Land Sales Directives (as amended) and the evaluation and adjudication criteria stated therein.

REVISION OF TARIFFS
Notice is hereby given that the Council has in terms of Sections 30(2)
and 93(4) of the Local Government: Municipal Structures Act, Act 117 of 1998
(as amended), read with Chapter 4 of the Local Government: Municipal Finance
Management Act, Act 56 of 2003, amended its tariff of charges for the following
services, with effect from 1 July 2022.

ELECTRICITY CONSUMPTION
General increase 7.47% (Average)
In addition to the above, Council has also amended/fixed the tariffs, fees and charges for the Municipality’s various services and Directorates with effect from 1 July 2022.

The recently advertised tender to appoint a service provider for contract, SCM/21-33/S/2021-2022: The Burial and Cremation of paupers, closed on 17 March 2022. Due to the Supply Chain Committees not convening due to the recent National Treasury Directive, there were delays in presenting the item to the Bid Evaluation Committee. As a result of the delays, it is envisaged that the existing contract will expire on date, while the item is still going through the Supply Chain Committees. The contract expiry will thus occur before the appointment of the new service providers for burial and cremation of paupers. It will not be possible for the municipality to be without a service provider for this service due to inherent health risks. The absence of a service provider will result in the non-collection of corpses which may pose unacceptable health and social conditions including unfavourable responses from the community. It is therefore the intention of this
Directorate to request permission from the City Manager to extend the
existing contract SCM/19-11/S/2018-2019 based on an emergency for a period of
six months.

INSPECTION OF SUPPLEMENTARY
VALUATION ROLL AND LODGING OF OBJECTIONS
Notice is hereby given, in terms of Section 49(1)(a)(i) read together with Section 78(2) of the Local Government: Municipal Property Rates Act of 2004 (Act No. 6 of 2004) (hereinafter referred to as the "Act”), that the Supplementary Valuation Roll for the financial years 1 July 2022 to 30 June 2026 is open for public inspection at the office of the Chief Financial Officer, Ground Floor, Mfanasekhaya Gqobose Building, Govan Mbeki Avenue, Port Elizabeth for the period 11 July 2022 to 19 August 2022, Mondays to Fridays, during office hours from 08:00 to 16:00. In addition, the supplementary valuation roll is also available on the Nelson Mandela Bay Municipality’s website at www.nelsonmandelabay.gov.za.
Property owners or other persons are hereby invited, in terms of Section 49(1)(a)(ii) read together with Section 78(2) of the Act, to lodge an objection with the City Manager in respect of any matter reflected in, or omitted from, the Valuation Roll within the above-mentioned period.
Attention is specifically drawn to the fact that in terms of Section 50(2) of the Act, an objection must be in relation to a specific individual property and not against the supplementary valuation roll as such.
